2HB Incorporated was founded in July 1994 by David Doggette and Reginald Hay, two visionaries who sought to create an ideal workplace where they could have more control over their work. David M. Doggette
PRESIDENT/CEO
David M. Doggette is the President and CEO of 2HB Incorporated, a leading Information Technology and Services company based in Columbia, Maryland. With a career that began at The National Security Agency as a college scholarship recipient, David has amassed extensive experience in the field, including roles at BDM/TRW and RABA Technologies. However, his passion and dedication have been primarily devoted to 2HB, which he co-founded in 1994 with Reggie Hay. David holds a Bachelor of Science in Computer Science from Stanford University, a Master of Science in Computer Science from the University of Maryland, College Park, and an MBA from the University of Baltimore. He has also completed an Executive Education Certificate in Board Diversity Training from Harvard Business School, underscoring his commitment to leadership and governance. David's vision for 2HB is to create a family-friendly environment that emphasizes results while respecting the unique qualities of individuals. He believes in treating everyone with the same respect he wishes to receive, fostering a workplace culture with no regrets. Outside of his professional endeavors, David is an avid sports enthusiast, enjoying basketball, golf, and skiing. He also plays the piano and loves traveling the world, reflecting his diverse interests and zest for life.
Reginald Hay
EXEC VP
Reginald Hay is currently the Executive Vice-President of 2HB Inc. a position he has held since founding the company in 2004 with David Doggette. Hay has a strong educational background in engineering with Master's degrees from Stanford University and the University of Maryland College Park. Reginald seeks to embody the 2HB themes of respect, service, integrity and excellence. His integrity shows in every interaction with those around him. Throughout his career, he has demonstrated a strong commitment to family and community. Reggie is constantly inspired by his wife and two daughters. He enjoys playing tennis with his wife in his free time.
Shaun Burwell
CFO
Shaun Burwell is a distinguished financial executive with over 25 years of experience in both public and government accounting, currently serving as the Chief Financial Officer and Vice President of Finance at 2HB Software Designs, Inc (dba 2HB Incorporated). Since joining 2HB in 1997, he has been instrumental in the company’s growth by managing the corporate assets, resources for key financial metrics and has corporate experience in various financing strategies such as IPOs and Mergers & Acquisition activities. His expertise in these areas has been invaluable in advancing 2HB’s organic and strategic growth initiatives. Throughout his career, Mr. Burwell has supported a wide range of industries, with a particular focus on Information Systems and Technologies. His contributions include the development of tailored financial tools and business management systems that enhance executive decision-making and programmatic investments. He has successfully led numerous high-profile initiatives, from brokering M&A deals to overseeing full-scale financial system integrations and managing IPO financing activities on Wall Street (NYSE). Mr. Burwell is deeply involved in several professional organizations, including the Institute of Management Accountants (IMA), the Information Systems Audit and Control Association (ISACA), and the Project Management Institute (PMI). His commitment to public and civic service is demonstrated through his active membership in Omega Psi Phi Fraternity, Inc., and his ongoing support of local charitable organizations and educational institutions. A native of Washington, DC, Mr. Burwell earned a BS in Consumer Economics and a BS in Accounting from the University of Maryland’s Smith School of Business. He also holds an MBA in Finance from Marymount University. His combination of technical expertise, leadership experience, and dedication to service makes him a highly respected figure in both the corporate and philanthropic communities.
Rachael Lynch
VP of BD
Rachael R. Lynch serves as the Vice President of Business Development and Strategic Operations at 2HB Incorporated, a prominent defense Information Technology and Services company in Columbia, Maryland. With a distinguished career spanning over 50 years, she began as a government contractor supporting the National Security Agency and various other agencies in MD and VA. Known as 'Rae' to her colleagues, has a broad background in Business Operations, Business Development, Capture, and Proposal Management and was a former Program Manager, running multiple Prime and Subprograms concurrently including Conus/OConus, PCS, and initiatives overseas. Rae previously held key roles at other leading corporations within the intelligence community in Business Development and Program Management. Rae is tasked with driving 2HB's strategic growth initiatives and overseeing the day-to-day operations of all support functions and government business development. Rae holds a Bachelor of Science degree and certifications such as PMP, Six Sigma, EVMS, and enhanced Shipley certifications for Business Development, Capture, and Proposal Management. She possesses expertise in Program Management and Government Contracting, demonstrating her dedication to leadership, governance, and driving mission success. She has mentored colleagues and small businesses within the Intelligence Community, providing valuable insights and guidance. Rae firmly believes there is no 'i' in 'team' and demonstrates this daily by moving 2HB forward. Rae is involved with AFCEA and other intelligence groups. She played key roles in leading and supporting the AFCEA Valentine Gala for over 14 years, as well as Awards Night. Additionally, Rae has also organized and managed various events within the intelligence community over the years. Apart from her professional work, Rae has a passion for dogs. She has been breeding, showing, and handling championship rough collies for over 45 years (think Lassie for those unfamiliar with the breed) and is involved with rescue groups. Furthermore, she enjoys participating in various sports and humanitarian efforts, all while still making time for her family.
