Net Defense Thread Systems Engineer
Description of Position
Provide
TE1 forward-deployed systems engineering support for full life cycle,
end-to-end systems engineering for threads -- from capability
definition/planning through deployment, operations & maintenance (O&M)
and sustainment. The Thread SE will work under the direction of the Lead
Thread SE to support tasking including, but not limited to:
· Concept of Operations
(CONOP) development and analysis;
· Identification and
prioritization of planned capabilities based upon the CONOP and any
· Identification of
the targeted spin for each activity (development, I&T, and deployment);
documentation of support (tasking, requirements) to be performed by
contributing project);
· Definition of
testable system requirements (including documentation of requirements and
required attributes in Rational Requisite Pro);
· Documentation and
reporting of measures for success for the capability for each spin;
· Identification of
any applicable assumptions/dependencies/constraints;
· Identification of
interface implications (including identification of details for new, modified,
and deprecated interfaces, message schema versions/changes, and any applicable
issues related to forward/backward compatibility and impacts on downstream
systems);
· Identification of
any requirements or concerns related to security and legal & policy;
· Identification and
documentation of the test strategy (including test considerations such as
specialized hardware, configurations, test tools, data flows, data characterizations,
and constraints); risk identification, assessment and mitigation planning; and
generation of an integrated schedule for the thread's activities for each spin;
· Development of NSA
Way Gate 1 artifacts (e.g., Thread Strategy documents, Thread Plans, etc.);
· Management of
Thread requirements using the Requisite Pro repository;
· Collaboration with
T15 Requirements Management, following documented business rules for
requirements development, agreement, and baseline change management;
· Collaboration with
the TU Interface Team (TuIT), providing interface details and interface
implications for the current and planned spin based upon requirements;
· Collaboration with
thread, requirements, and T152 I&T teams to determine criteria and,
including planning for Gate 3 delivery of planned capabilities for 1& T and
identification of plans for resolution and I & T of fixes for approved DRs;
· Contribution to
the development of transition plans for enabling capabilities and fielding
fixes for DR's that have been successfully integrated and tested and are ready
for operational deployment;
· Collaboration with
T17 for site deployment(s), monitoring and sustainment;
· Facilitation of
effective and timely communications and information flow among the thread team,
customers, solution providers, and other stakeholders and partners through:
weekly thread meetings; maintenance of the thread wiki identified T1 Mission
Effect/Architectural Enhancements, including identification of applicable
deployment baselines (Unilateral, Unilateral Legal, etc.);; preparation of
materials for quarterly T1 Spin Reviews and bi-monthly ME/AE briefings; and
participation in other cross-organizational sharing and outreach sessions with
S2, T1x, Mission Advisory Groups, etc.
The Thread SE works closely with the
Government Thread Lead and the Lead Thread SE to work with thread participants
and cross-functional teams to ensure that the activities planned for the spin
are proceeding on schedule and monitors the spin/baseline TU capability
development process from solution hand off (Gate 3) through completion of T15
system test (Gate 5) and handoff to T17 for operational deployment.
Additional Requirements
Bachelor's Degree in Engineering
(Communications, Computer, or Electrical), Computer Science, Information
Systems, Mathematics, or similar degree and meets the experience requirements,
or equivalent documented combination of training and experience. Minimum
fifteen years experience in a technical role with at least five years as a
Systems Engineer. The individual must be proficient in MS Office technologies.
This is a
hands-on position requiring strong SIGINT knowledge. The position requires
extensive hands-on systems engineering and integration experience. The
candidate must demonstrate knowledge of the customer organization and the
SIGINT systems to be integrated by the Thread.
The
candidate must have the ability to work with TE1, T1 x, and T15 government
leaders to ensure the success of the Thread. The individual must be proactive,
able to converse and coordinate with various project members and work with
external entities to resolve ambiguities and questions regarding thread
capabilities and activities and the team's progress in satisfying them.
Demonstrated experience with managing multiple stakeholders to reach mutual
agreements on goals, objectives, program/domain capabilities, interfaces and
milestones. Individual must possess flexibility and personality skills to work
within a high-profile, high-pressure, multi-contractor environment.
