Functional Team Technical Lead
Description of Position
This position is for a full time senior systems engineer to work directly with the TE3 Distributed Common Ground/Surface System (DCGS) SIGINT Functional Team (FT) as the Technical Lead for the team. The focus of this position will be guiding the implementation of the DCGS SIGINT FT Game Plan strategy by proposing specific plans for better data and information access to SIGINT data stores for our DCGS customers on all three classified domains and for importing front-end tactical information from Service DCGS systems into NSA/CSS data stores for access by the Cryptologic Enterprise. Achieving the goals of the DCGS SIGINT FT will require the Technical Team Lead to work with partners throughout the DCGS Enterprise, comprising the Uniformed Services and various National level partners amongst the Combat Support Agencies, both inside and outside of the SIGINT community. Similarly, the DCGS SIGINT FT Tech Lead will ensure the proper cooperation between the Service DCGS systems and their respective Service Cryptologic Elements (SCEs).

Minimum 15 years experience as a Systems Engineer in programs that encompass system architecture, interface development, requirements analysis, process execution and evaluation.

Demonstrated system engineering expertise in the architecture, design, development, requirements analysis, data flow, network design, and/or implementation or testing for the program.

Ability to analyze user requirements to develop concept of operations documents, and high level system architecture and requirements specifications.

Previous experience with DoD and/or NSA major system acquisition development and oversight processes, procedures and documentation.

Demonstrated team leadership & flexibility in developing realistic, achievable solutions for a variety of systems engineering and program management endeavors.
Strong interpersonal and communication skills, including demonstrated ability to comfortably interact with all levels of organizational management, be willing to operate in a dynamic environment with minimal supervision, and possess strong interpersonal, problem solving, and decision-making skills.
Additional Requirements

Previous hands-on experience working with U.S. DOD ISR, DCGS community, and NSA/CSS Cryptologic Community systems/processes.

Working knowledge of existing analyst challenges related to reporting guidance and policies.

Working knowledge of NSA/CSS SIGINT operations with the DCGS Service systems.

Working knowledge of the DCGS Governance structure and the relationship of the DCGS SIGINT FT.

Ability to understand relationship of existing DCGS and Cryptologic Enterprise architectures.

Working knowledge of data sharing and interoperability of SIGINT data, information, and services across the DCGS and Cryptologic Enterprises.

Ability to identify inconsistencies between DCGS and Cryptologic documentation, standards and architectures, and recommend changes to achieve compatibility.

Experience working on a small dynamic team of self-starters supporting tactical military operational requirements whose goal is to support the warfighter by achieving the team’s collective goals through hard work and dedication to deliver quality products and services.
