Subject Matter Expert level 2 (SME2) Lead Analyst/Reporter
Description of Position
TASK: Performs as Lead Senior Analyst/Reporter to a group of 3-4 contractors supporting a specific one year task sponsored by the Office International Security Issues.
TASK DESCRIPTION: Responsible for coordinating a group of 3-4 contractors in the production of target specific tasking and deliverable for the project. This person will be the primary POC for the task.
- Will direct, prioritize tasking, and be accountable for the primary deliverables of the task as agreed to by ISI and USD/I.
- Provides subject matter expertise and support in domain specific analysis and FININT reporting. This may involve the parsing and refomatting of large relational databases.
- Demonstrates expert knowledge and use of MS Excel, MS Access, reporting tools/applications.
- Efficiently performs data parsing and analysis of unstructured data utilizing Visual basic or other analytic applications.
- Utilizes international banking and financial knowledge and experience to make data more usable for analysts.
- Develop, test and implement both straightforward and novel analytic approaches to domain-specific data with a view to uncovering unknown facts about targets reflected therein.
- Utilize all relevant SIGINT research and reporting tools and capabilities to report target-focused intelligence for dissemination to customers.
- Knowledgeable in USSID 18 and FISA reporting requirements and restrictions.
- Interact routinely with customers and both internal and external collegues as appropriate to coordinate efforts, understand requirements and target space, and educate others on host organization's unique mission.
- Demonstrate exceptional verbal and written communication skills.
- Communicates with individuals and organizations who maintain data feeds.
- Requires the ability to work independently and collaboratively.
TASK DELIVERABLES: Responsible for delivering the requirements identified on page 3 of the target project plan.
- Increase usability of information contained in databases.
- Document and store in a FTM centralized file the concepts and specific mechanics of the analytic approaches used and best practice approach.
- Document database parsing knowledge in appropriate format and tool as directed.
- Produce FININT reports in volume and frequency as assigned by host organization.
- Research and analyze data set to provide recommendations for improvement as needed.
- Brief or provide input to ad hoc briefings and assessments, to customers and external enterprise as needed or when requested.
- Attend VTCs and off-site meetings in DC, when required, to maintain awareness and maintain working relationship with IC customers.
- Serve as technical advisor in working groups related to new tools, databases, technologies and analytical methodologies as needed.
- Draft user requirements for enhancing analytic tools and capabilities of our domain-specific data hosting application.
- Provide a monthly status report covering major milestones and achievements.
